Nuance's Dragon  NaturallySpeaking 11 Professional  promises to do just this.

As the premier speech recognition software available, Dragon's NaturallySpeaking is a great addition to any professional setting, especially in fields that require constant data entry, web searches, and email.

At the same time, the program works well as a tool to command your computer by using your voice. According to Canada Free Press, users will feel great about dictating something like "Open Microsoft Word" and seeing your computer magically do as it was told. The news outlet explains that when it came to training the software to get used to the different nuances of the voices of individuals, the new version only took four minutes.  The software's out of the box recognition is impressive enough, but once trained 99% accuracy is well within reach.
